Blasko Smilevski studied international public law at the University of Skopje in Macedonia. From 1986 he worked as a volunteer for Jeunesses Musicales Macedonia (JMM), coordinated the international summer music academy in Ohrid, Macedonia, from 1988 to 1994, and was manager of the JMM Chamber Orchestra until the JMM appointed him secretary of international relations in 1994.
From 1997 to 2004 he was member of the board of Jeunesses Musicales International (JMI). During this period he assumed the direction of the European project ExTEND (2004) and coordinated one of the largest studies on youth and music. From 2000 to 2006 Smilevski was president of Jeunesses Musicales of Europe, subsequently president of Jeunesses Musicales International (2006–2007).
Smilevski has also been very active in the area of youth work: from 1994 to 1998 he was board member of the Macedonian Youth Council. From 1997 to 2001 he represented Jeunesses Musicales of Europe at the European Youth Forum. He has also served as youth policy advisor to the Macedonian government, as director of the Macedonian “Children and Youth Development Project” (2001–2006), and since 2002 as consultant to the World Bank in the areas of youth policy and youth development. Currently, Smilevski is secretary general of Jeunesses Musicales International, member of the board of the International Music Council, and member of the board of Culture Action Europe.
